Tom is a highly respected civil trial and appellate attorney who has actively practiced law since graduating from the University of Arizona College of Law in 1984. Tom has had success for many clients (individuals, companies, and governmental agencies) in a variety of civil cases in both trial and appellate courts and at the state and federal levels. Tom’s practice is primarily in tort matters which includes serious personal injury, wrongful death, insurance claims, product liability claims, premises liability claims, motor vehicle claims (automobile and trucking), liquor liability claims, and governmental claims. Tom is involved in various attorney associations, having served on the boards of a state organization and two national organizations, and has been a seminar speaker on many trial practice topics.

Fellowship is extended by invitation only, after careful investigation, to those experienced trial lawyers who have mastered the art of advocacy and whose professional careers have been marked by the highest standards of ethical conduct, professionalism, civility, and collegiality.

Although there are currently more than 5,700 fellows across the U.S. and Canada, membership can never be more than 1% of the total lawyer population of any state or province. Qualified lawyers are called to fellowship in the college from all branches of trial practice. They are selected from advocates who represent plaintiffs or defendants in civil proceedings of all types, as well as prosecutors and criminal defense lawyers. The college is thus able to speak with a balanced voice on important issues affecting the administration of justice.

David T. Panzarella

David Panzarella is a founding member of Burke Panzarella Rich. As a trial lawyer since 1991, David has been lead counsel in more than 50 jury trials and over 500 arbitrations. As a former injury claims adjuster for Aetna in the 1980s, David brings a unique perspective and valuable experience to his defense practice. For over 20 years, David has represented numerous insurance companies in first and third party bad faith litigation.
David has represented thousands of litigants injured in automobile accidents or accused of causing collisions. As an expert in insurance coverage, David consults with various insurers on the legal efficacy of the language in their insurance policies. Mr. Panzarella is often selected by his colleagues from the plaintiff and defense bars to serve as a mediator or arbitrator in civil cases.
Dedicated to the philosophy that today’s clients deserve 21st century representation and access to their attorneys, David is known for giving his cell phone number to all his clients. As a member of various legal and community organizations, David has developed a network of professional relationships in Arizona that only compliments his versatile practice.

Mr. Panzarella grew up on Long Island, then went to California to attend Pepperdine University. After returning to New York, working in the insurance industry and graduating New York Law School in 1990, David moved to Phoenix.

David is the proud father of five boys and when he’s not picking up lacrosse balls in his yard, you’ll find him watching sports or talking about cooking.

Michael D. Rich

Mike has been in practice since 1994 and is one of the founding partners of BPR. Mike specializes in plaintiff personal injury, auto accidents, motorcycle/bicycle accidents, dog bites, wrongful death, medical device/product defect cases, as well as health insurance issues. Mike's focus is on serious injury cases. He handles primarily brain, spine, and orthopedic injuries. His team works cases from intake to final resolution which can include settlement, arbitration, or jury verdict. Mike has handled several cases which have resulted in settlements and jury verdicts in excess of two million dollars.

Mike has been featured on KPHO CBS 5 as their morning new resident legal expert.

Mike is a faculty member and featured speaker for the National Business Institute and a member of NAPIL.

On behalf of the State Bar of Arizona's Fee Arbitration Committee, Mike is often appointed to serve as an arbitrator for fee disputes between attorneys and their clients.

Elizabeth L. Fleming

Elizabeth L. Fleming is a trial and appellate lawyer practicing in a variety of civil defense related areas. Ms. Fleming has represented companies and individuals in suits featuring insurance bad faith and coverage issues, construction defects, wrongful death, products liability, auto collisions, slip and falls, dog bites and contract issues. She also has substantial experience in appellate work both having handled appeals as a clerk at the court and successfully appealing issues involving coverage, contractual matters, and evidentiary and legal issues stemming from trials.

The majority of Elizabeth’s practice is devoted to litigation involving insurance companies, their insureds, advising and guiding insurance companies on claims handling practice and navigating difficult coverage issues. She has carried cases through the pre-litigation, litigation and appellate stages.

Cydney joined BPR in 2007 and serves as the firm’s “jack of all trades” helping out wherever needed, but focusing on pre-litigation file work-up for firm partner Michael Rich and paralegal Eileen Day. Cydney also handles all of firm partner David Panzarella’s plaintiff cases. Before her time with BPR, she was a policy service and claims representative with USAA for four years. Cydney enjoys spending time with her family, traveling, and reading.

She decided to not pursue her career in the medical field and after careful consideration decided to start a family. In 1999, Danielle was hired as the BPR receptionist. Jackie Dales

Jackie has been with the firm since its inception in September, 1995. She was instrumental in setting up and organizing the new law firm while assisting with paralegal work, client billing, personnel, and day-to-day operations. In 2001, she moved to the Pacific Northwest and continued to work for the firm by remote access. In addition to her other duties, in 2013, Jackie took on the role of full-time bookkeeper. She travels from Central Oregon several times each year to work in the Phoenix office.

Jackie has been married to her husband, Gene, for 25 years. They have two daughters, 22 and 20. When her husband retires from his teaching career next year, they plan to split their time between Oregon and the Phoenix area.

Michelle joined the firm in January, 2015 and works with firm partner, Thomas P. Burke, II. Michelle earned her Associate’s Degree in 1991 as a Legal Secretary as well as a Paralegal Certificate in 1995 from Phoenix College.
